setupapi: improve unit tests for case sensitivity in string tables

This patch improves existing unit tests for case sensitivity in setupapi 
string tables.  All the tests (including original tests) pass in WINE 
and 2000; one original test fails in 98 (but that exceeds the scope of 
this patch).  Thanks to Mike McCormack for his valuable advice.
