winspool/tests: more tests for OpenPrinter (Resend)

Resend the Patch from 16.04.2006, synced to HEAD

Reason for todo_wine:
Open the local Printserver is not implemented (Tests are skipped).
I have a Patch ready to implement this, but the Access-Rights are not
checked yet.
