winspool: fix OpenDriverReg on top of validate_envW

Resend the Patch from 16.04.2006, synced to HEAD

- Coverity found a NULL-Pointer-Access in OpenDriverReg
- Our Registry-Location for the Printer-Driver is the win9x-
  Location. NT has versioned Subdirectories
- extend printenv_t and reuse validate_envW
