[winecfg] - GLSL Option for graphics tab

Hopefully this time the diff will work. I am unaccustomed to using CVS 
to handle diffs.  This patch adds an option to use GLSL for shaders 
under the graphics tab as required for shader model 2.0+ when using 
Direct3D.
