wined3d: Final move of the GLSL registry check (hopefully)

Alexandre,

After briefly discussing this on #winehackers with Jason Green and Leon
Freitag, we're happy that we're not going to re-locate this piece of code a
second time (for the forseeable future at least!) and we are ready for it
to be merged as-is. By moving this check into FillGLCaps, we finally fix
the ability to check for GLSL capability from wherever we need to using
wined3d_settings.shader_mode
