oleaut32: olepicture - support multiple redundant headers before

While reviewing a tax reporting application, I stumbled on this strange
picture stream, with multiple redundant headers. Current implementation
of picture loading sees the first header, but chokes on the second
(third, ad infinitum). Patch and test to show this behavior.
Changelog:
* Test to show that native supports multiple headers before loading
image data.
