WGL: wglGetProcAddress (resubmit)

Hi,

This patch is a part of a previous uncommitted patch which moved the loading of WGL / GL function pointers for use in opengl32's wglGetProcAddress to gdi32.dll/winex11.drv. In the previous patch I also added code which checked whether an extension was available or not. This required huge changes, so I removed it for this resubmit and will put it in a separate patch.
