winspool: minimal load/unload printmonitors; use it to get a test working (updated)

 - add Functions to load/initialize and unload a Printmonitor
 - Use the Functions in AddMonitorW to get a test working
 - Remove the "todo_wine" from the test

Changelog:

As requested by Mike, I removed the critical section and the
list-handling.
The the remaining code is enough, to make the test working (reduced
Patch-Size).
The struct and the helper-Functions are cippled now and need to be
upgraded 
in the next Patch.

Some identions might look wired where I removed some code, but when I
change this
also, the upgrade-Patch will be much larger as the original Patch was
before.
