kernel32: Allow conditionally passing WINEDEBUG to the debugger

Changelog: Allow setting WINEDEBUG=DEBUGGER,other_options to prevent the 
WINEDEBUG from being cleaned before invoking the debugger. This allows 
tracing the debugger itself.

Note: a further development would be to allow starting the debugger only once.
