nddeapi: [RESEND] Implements stub dll for nddeapi

Hi,

I forgot to specify "str" and "wstr" in the spec file for the previous patch.

Fixes bug http://bugs.winehq.org/show_bug.cgi?id=5991

The application for bug 5991 just checks if nddeapi.dll exists.  This
is a stub implementation for nddeapi.dll.  I did not include the
"configure" script or "dlls/Makefile.in" because I was told that you
create them yourself.
