oleaut32 1/2: Implementation for function variant:VarImp [try 2]

Hi,

Fixed issue in previous patch regarding using ~(ULONGLONG)0 for VT_UI8.

The two patches implement and add a conformance test for the variant
function VarImp.  The first patch is the implementation and the second
is the conformance test.

All tests pass on Windows XP SP2 and Wine.
