[ntdll/tests] Use GetModuleHandle and skip

Hi,

For the info tests it's sufficient to do a GetModuleHandle (instead of
LoadLibrary  that 'always' succeeds) which immediately indicates whether we are
running on NT.

I've also added some skips.
