[1/5] WineD3D: Dirtify the shader and declaration states if the bound interface is destroyed

Resend of the patch from a few days ago, with less extensive comments :-)

Note that this patch does not work application bugs like in Battlefield 2. 
This is needed because of the wined3d state management, which catches NOP 
state changes, thus wined3d cannot detect a set -> release -> create(gets 
same addr) -> set(same addr).
