advapi32: Added test and fix for GetFileSecurity (try 3)

Hi,

Third try, last 2 attempts were in html, sorry about that. Made a few
minor format changes since last attempt.

Changelist (for entire patch):
- Added test cases for GetFileSecurity; tested on Windows XP and 98.
- Added fix in GetFileSecurity for bug 7666.
