[AppDB] Use objectManager for version creation/processing

Use objectManager for version creation/processing, with a new 'version_queue' 
class.

Depends on:
Resend: Comform testData_queue to OM standards
Fix testData::create() permissions

Unit test changes are sent separately.  Maintainer creation and download url 
handling should probably be fixed to match that of objectManager classes, but 
that has to be done after appsubmit.php is fully replaced.
