[AppDB] Use mustBeQueued() to determine unqueueing in objectManager

A user normally has permission to edit his queued/rejected entries, so we need 
to check that mustBeQueued() returns false before attempting to unQueue a 
submisson.
Check that this function is present in the objectManager tests.  As a side 
effect, vendor queueing is now introduced, although the appsubmit system 
still uses the old keyword method.
