[AppDB] Support vendor queuing

appsubmit.php still creates vendors using the keyword method, this will be 
replaced by the objectManager.


The following SQL command must be run:

ALTER TABLE vendor ADD queued enum('true','false') NOT NULL DEFAULT 'false'
