[AppDB] Allow maintainers to submit un-queued distributions

They are allowed to submit un-queued testData for the versions they maintain, 
so without this change they submit un-queued test results associated with a 
queued distribution.

This change allows them to submit un-queued distributions even though their 
testData might be queued, which in my opinion is cleaner than having to check 
every associated testData object to see if the user has edit rights for any 
of them.  In that case, when creating a new distribution+testData, we would 
have to first create the distribution, then the testData object and then try 
to un-queue the distribution.
