[PATCH] Implement ReplaceFileA/ReplaceFileW by E Hoover (resubmit)

This is the resubmit of the patch by Erich Hoover, I'm just
resubmitting it as was suggested on bugzilla.

I've never sent any patches, so I hope it's fine. It applied cleanly
to the latest version of git that I have. The bug appears to be fixed
after applying this.
