[kernel32/tests 2/2] Create paths after checking availability of functions

Hi,

(This is the replacement for "Skip all tests if one W-function can't be found".
Still needs to be applied after "[kernel32/tests] Changed skip message").

The functions are not available before XP so that way we also cater for missing
W-functions.
