[PATCH 2/3] urlmon: Do not use BindToStorage_hack for INTERNET_SCHEME_HTTP.

This unrolls our hack for HTTP (leaving it for HTTPS and FTP and GOPHER). Fixes the Vector NTI bug
as well as prob others.
