WineD3D: proper CheckDeviceType / CheckDepthStencilMatch support

Hi,

This patch fixes CheckDeviceType / CheckDepthStencilMatch. Both have 
been 'stubs' for a while. This patch properly fixes them. In order to not 
depend on a fake GL context (which can cause multithreading issues) the 
pixelformats are cached inside the adapter. Further this also fix bug 9255.
