WineD3D: check the results of SetPixelFormat

Hi,

WineD3D has always ignored the pixel formats a Direct3D program wants to use 
for its window. In general this worked fine although in some cases at a 
performance hit and sometimes with rendering problems.

OpenGL doesn't allow pixel format changes, so warn us when a program is trying 
to do that. In the future we might need to add a special WineD3D window for 
drawing which we can recreate when needed.
