[oleaut32/tests 6/6] Skip VarDiv tests if there is no I8 and/or UI8 support

Hi,

No use testing if the support is not available (win98/NT/W2K). I first thought
of doing the check in the macro (or changing the macro) but decided to do it the
same as for the other (existing) tests. I also didn't group them under one if 
statement.
