USER32: fix change-drive in Win3.1-style file open dialog

If an application displays a Windows 3.x style Open File dialog (say, a
16-bit
app) and the user attempts to change the current drive letter, the dialog
will
ignore attempts to click on the drive letter displayed in the directory
listbox.
The attached patch fixes this.
