[oleaut32/tests 2/3] Skip VarImp tests if there is no I8 and/or UI8 support

Hi,

No use testing if the support is not available (win98/NT/W2K). The number of
failures (which weren't real failures) has now dropped from 536 to 5 on my win98 
box. The biggest gain is probably the size of the report files.
