[dnsapi/tests] No need to dynamically load dnsapi anymore

Hi,

As we skip the tests now when a dll is not present we can remove a lot of code
that deals with the dynamic loading of the dll and functions.

Tests run still fine on Wine and W2K. The tests can also still be compiled with
MingW.
