[PATCH 1/2, try3] wininet: Don't send INTERNET_STATUS_HANDLE_CLOSING when closing handle opened with InternetOpen for HTTP connection.

Hi this is a very busy week (and weekend) for me so still thinking about proper fix for global
INTENRET_STATUS_HANDLE_CLOSING. However, these two patches are independent fixes in their own
right and do not depend on proper fix for INTERNET_STATUS_HANDLE_CLOSING to be very last status sent.

This patch: No changes since 1st version sent out (was in try2). Tests already in git changed
from todo_wine.
