[PATCH try3 3/5] wininet: Separate connection closing from object destruction.

I don't really like my FIXME here but even when it was fixed I believe it would have to be
in a separate patch, and it doesn't change current behavior on wine (where these status
notifications don't get sent in FTP anyhow; plus no test for this currently in the FTP tests;
plus these tests don't seem to ever finish on my computer so it would be hard to add to them).
