[PATCH 3/3] winealsa: Make SetFormat work better with new behavior of dsound (with patch)

return S_FALSE rather then BUFFERLOST. Also after the first time fail to
recreate device if there is no match in frequency. This will force
dsound to fall back to waveout for all the other frequencies.
