Valgrind support for our unit tests

I've been carrying this outside the tree, and could keep
doing it, but it'd be nice if it were easier for other people
to use without having to find my site.

This adds a tiny bit to runtests so you can trigger valgrind
with
  export RUNTEST_USE_VALGRIND=1
I tried doing it with a flag at first, but that didn't work
so well, as it was hard to thread through the Makefile,
and I didn't want to dirty things up.
