[4/6] WineD3D: Fix vertex buffers based on type, not semantic

This patch makes find_decl quite long - A cleanup patch after implementing 
FLOAT16_2 will improve that, but I want to test the FLOAT16 patch a bit more, 
so I'll send it tomorrow. That patch will also stop listening the fixed 
function semantics in the conversion code.
