WineD3D: fix p8 GL_EXT_paletted texture bug 1/2

Hi,
In case of p8 surface handling using GL_EXT_paletted_texture we were performing a format fixup to GL_RED, while the default GL_COLOR_INDEX had to be used. This fixes 10766.
