oleaut32: Don't set the locks to be non-zero on safearrays marshalled in the VARIANT user-marshalling tests.

This causes unmarshalled safearrays to not be freed and non-zero locks
doesn't need to be tested by the VARIANT user-marshalling tests, as it
is already done so by the SAFEARRAY ones.
