winex11drv: popup windows with system menu are managed.

Native programs use this stile when they want to draw their own title bar
and system buttons. But at the same time they want these windows to appear
in the task-bar and pager. The best example of such a program is Steam.

If there is anything wrong with this patch, please let me know.
Because I will ask anyway.
