gdi32: Implement GetFontUnicodeRanges.

Here's another approach to implementing GetFontUnicodeRanges. This
time I used GetTextCharsetInfo instead of fontconfig (as suggested by
Dmitry). Output still does not match Windows but we should be able to
fix that up as we go.
