ntdll: resend 1/4 NtCreateMailslotFile tests

Rework of the earlier set of patches that moves the mailslot tests from
kernel32/tests to ntdll/tests/file.c.  Establish the framework for testing
NtCreateMailslotFile.  Have fixed issues with NTSTATUS return codes etc.
