[shell32] DragQueryFile doesn't count the null terminator

As noted in bug 8511 and my tests confirmed, DragQueryFileA and
DragQueryFileW return string lengths without counting the terminating
null. DragQueryFile16 could not  be tested, but it's a reasonable
guess...
