programs/winefontcfg: Add winefontcfg (try 4)

Hi,

More changes suggested by Dan and Paul:
- Fix leaked registry handles
- Initialize non-static local arrays at runtime or make them static
(last time, promise...)
- Call CreateProcess with fullpathname
- Replace _ltow with own implementation
- Cluster functions into groups corresponding to tabs and add comments
- Tested and compiles in VC 6
