[advapi32/service #3] Some tests for DeleteService

Hi,

Some tests (and fixes) for DeleteService and a real CreateService this time.

The Sleep(1000) is necessary to get these tests running OK on all my Windows
testmachines. The sleep is most needed on Vista for some reason. A RegFlushKey
can also do the trick, but I'm not sure whether this is because it takes some
time or whether it's really the registry flushing that's needed.
