cmd:wcmdmain.c Do not run command inclusive invalid characters.

If *.bat file contains invalid characters and runs from another process 
cmd tries to execute string with invalid characters.

Changelog:
    Replaces invalid characters in command  to '\0'.
    Not executes zero-length command.
