[advapi32/service #1] Add tests for GetDisplayName

Hi,

Before trying to fix the refcounting I thought I'd do a bit more tests. The next
patch will forward GetDisplayNameA to GetDisplayNameW.

I also had to add 2 extra Sleep's after a DeleteService. This is again needed as
Windows needs some time to flush things. Doing a CreateService to soon will
result in an error (especially seen on W2K and Vista (in VMware that is)).
