[advapi32/service 1/2] Forward GetServiceDisplayNameA to GetServiceDisplayNameW (Resend)

Hi,

This set of 2 has to be applied after the other set of 2 ('More tests for
GetServiceDisplayName' and 'Test GetServiceDisplayNameA for service with no
displayname').

After adding more tests it made sense to forward A to W. The strange thing that
remains is the not-so-logical behavior of the buffersize for the A-call (but hey
   that's what Windows does).
