shell32: conformance tests for unicode filenames and fix a bug for file deletion (try 3)

Hi,

Added changes suggested by Dmitry, Dan, Lei, and Paul
- Use a simpler unicode name in test, and comment more clearly what it is
- Added comment to explain why double-null termination is needed
- Change method of determining whether there is unicode support
- Check return value of pSHCreateDirectoryExW
- trace() -> skip()
