Restore copyright information from git commit 7373ced54473899b75c6b9d813482d8500dba4f6

I am not sure what the standard is for determining if someone owns
copyright or partial copyright to a file. In my mind a single function
is copyright-able where changes to an existing function and bug fixes
should fall as a derived work. I am not quite sure how this would
apply to helper functions but in any case I think the copyright info
should be updated to reflect the history of interrupts.c authorship.
