WINEMP3: announce capability to decode at 48 KHz

My test program for quartz is unable to play back a movie because the 
soundtrack is MP3 at 48KHz. This patch allows the program to work normally.

Changelog:
* Announce 48KHz as a valid sample rate in winemp3
