Implements basic file and subdirectory copy

Following Alexander's and Detlef's comments:

Try4: Resolved problem with execute bits being set on
      Removed some trailing white space from some of the lines

Try3: Added support for xcopy p1 p2 p3
      Changed spaces to tab in Makefile.in for consistency
      Removed configure.ac Change

Try2: Made it a unicode application
      Removed URL from header comments
      Remove copy of splitpath and use msvcrts
