[dnsapi/tests] Load dnsapi dynamically and use skip

Hi,

Get rid of the import in Makefile.in as dnsapi is already loaded with
LoadLibrary in both test files, and has to, because this dll is not available on
win9x and NT* (so use skip to indicate that).
