[1/2] imm32: Change the default IME window to more MS-Windows likely style.

Finaly, I resend...

WS_POPUP and resizable.
1. Resizable IME window is useful for Japanese input.
2. when we use the scim for xim, we lost our input focus.
   "SW_SHOWNOACTIVATE' is not work with scim.
