omctl32:monthcal Correcting the return value in MCM_SETFIRSTDAYOFWEEK

Hi,

The attached patch fixes 15 todo_wines in
MCM_SETFIRSTDAYOFWEEK for Month Calendar. When the
previous first day of the week was not
LOCALE_IFIRSTDAYOFWEEK, the high order word of the
return value was not TRUE; and would return a wrong
value when the previous first day of the week was
LOCALE_IFIRSTDAYOFWEEK.

This patch depends on another patch that I have posted
for message sequences test cases and needs to be
applied after that patch. I have also extended test
cases related to MCM_SETFIRSTDAYOFWEEK. I certify that
I have not seen any Microsoft secret source code.
